your excellency president martin schulz,

ladies and gentlemen,

it is my great pleasure to attend the "hamburg summit: china meets europe". known as the "city of bridges", hamburg boasts a unique view with over 2,000 bridges. as i see it, hamburg has even more intangible bridges that extend to the rest of the world. hamburg has a time-honored tradition of free trade and had established the hanseatic league back in the 13th century. today, hamburg is known to be the fastest transshipment port in europe. in fact, one out of every three containers handled in the port of hamburg travels between china and europe. this illustrates4 the long history and current dynamism of china-europe exchanges.

the "hamburg summit: china meets europe" XX has a rich program, including topics such as how china and europe perceive each other, trade and investment order, urbanization in china, green growth, etc. i can see from the program that there is a great deal ofanticipation5 for china-europe cooperation. cooperation requires more understanding of each other, so i wish to take this opportunity to brief you on the current state and future prospects8 of the chinese economy.

since the start of this year, in the face of a complex environment at home and abroad, the chinese economy, under heavy downward pressure, has managed to maintain a stable performance on the whole. its gdp grew by 7.4% in the first half of this year, amomentum9 that has basically continued into the third quarter. although this figure is somewhat lower than china's high-speed growth of about 10% in the past, it remains10 a medium-to-high growth rate. worldwide, our growth rate is still high. given china's large economic size, the 7% increase in its economy today equals, if not exceeds, a 10% increase in its economy in the past. the increase is also equivalent to the size of a medium-sized economy.

in the beginning of this year and in recent months, there have been some smallfluctuations11 in some of china's economic indicators12, yet the economy is still running within a reasonable range. it is inevitable13 to have some fluctuations, which also occurred last year. and the growth of other countries is not a perfect straight line either. we maintain that the chinese economy needs to perform within a reasonable range. the growth target for this year is set at around 7.5%. i would like to draw your attention to the word "around". this means that with adequate employment and relatively14stable price levels, and as long as we could ensure parallel growth of household income and positive progress in protecting the environment, a growth rate slightly higher or lower than 7.5% would be considered acceptable. for the chinese government, its focus is still on employment. since the start of this year, although economic growth has somewhat slowed, employment has increased. from january to september, more than 10 million urban jobs were created, over 100,000 more than that of the same period of last year. surveyed unemployment rate has stayed at around 5% in 31 big cities.

economic growth is not a sprint15 but rather long-distance running that will never end. it demands certain speed. more importantly, it demands perseverance16 and staying power. the quality and efficiency of china's economic growth is improving, something that we hope to see. with the continued rise of the proportion of the service industry, the rapid development of emerging industries such as e-commerce, logistics and express delivery, and the growth of high-tech17 industries and equipment manufacturing faster than the entire secondary industry, the adjustment and improvement of industrial structure has progressed by leaps and bounds. we have also seen encouraging results in energy conservation and emissions18 reduction. energy consumption per unit of gdp was down by 4.2%, and carbon intensity19 down by about 5% in the first half of this year, the biggest cuts in years. with growing household income, consumer demand is also rising steadily20. in particular, consumption by the general public is increasing rapidly. people have enjoyed tangible3 benefits in the course of economic development.

the chinese economy has made these achievements thanks mainly to reform and innovation. despite downward pressure on the economy, we have not adopted indiscriminate strong economic stimulus21; nor have we ever eased monetary22 policy or expanded deficit23. instead, we have vigorously promoted reform in administrative25, fiscal26, financial, investment and other key areas and, at the same time, reformed and innovated27 the approaches of macro-control by promoting structural28 adjustment, namely targeted macro-control on the basis of range-based macro-control. reform is also a stimulus on the economy, as it helps to improve both the micro-foundations and the macro-environment for economic growth, and could generate huge market vitality29 and social creativity. we have put in place a number of reform measures to incentivize market entities30, strengthen weak links and boost the real economy, with an aim to release the massive dividend31 of reform for development.

since the beginning of this year, the chinese government has continued to spearhead a "self-targeted revolution" by substantially streamlining administration and delegating powers and promoting market-based reforms so as to boost the vigor24 of creation and innovation for more individuals and businesses. since the adoption32 of reform on the business registration33system last march, we have seen an over 60% year- on-year growth, a massive upsurge, in other words, on the number of newly registered market entities over the past six months and more. these new businesses, mostly small and micro-enterprises or players in the service sector34, have generated more than 10 million jobs, and have become a new pillar of china's economic growth thanks to their strong growth prospect7. we have not only lowered the threshold of market access by offering much-needed policy support to these newly-established businesses, but also enhanced on-going and ex-post oversight35, created a market environment featuring fair competition, and improved the social security network, so that those involved in entrepreneurship and innovation will have no additional worries and will grow healthily on the land we have fostered for them.

speaking as i am, i think of a line from goethe, which reads "if you want to love your own value, you must create value for the world." innovation and creation is the common ideal and pursuit of mankind. we have adopted these measures of reform and innovation so that the newly-born market forces will grow steadily, and that more people will see the hope and follow suit. in this way, we will see a massive wave of entrepreneurship and innovation by the people on the chinese land. this wave will help everyone to grasp the opportunity of realizing the dream of greater accomplishments36 and a colorful life. it will enable us to turn our "demographic dividend" into "talent dividend" and improve income distribution and promote social equity37, so that we could achieve sustained economic growth and all-round development of the people.

to ensure stable economic performance, we will be more proactive on the basis of maintaining overall policy stability. as a next step, we will further enhance reform and innovation. in addition to removing systemic obstacles, we will also address structural problems by strengthening weak links in development and in the real economy. for example, on finance and credit, we will make good use of both existing and additional resources to support the development of agriculture, rural areas, farmers, small and micro-enterprises, emerging industries and other forms of the real economy. we will continue to advance major livelihood38 and development projects such as railways in central and western china, renovation39 of urban run-down areas, water conservancy and pollution prevention and treatment, and make efforts to increase the supply of public goods. with the strong driving force of reform and innovation, we have every confidence that we could achieve the main targets for this year's economic and social development.

the chinese economy has been growing in a sustained and rapid manner for over 30 years, and it still has ample source of energy for future development. it has a bright prospect, thanks to its strong resilience of growth, as well as the huge market space and ample room for leverage40. many of you are old friends of the chinese business community. as you may have noticed, china does have a number of advantages such as improved human resources, well-developed infrastructure41, industries, capitals and technologies, and strong risk-resistance capability42. yet to know a country like china well, one also needs to see more than that, as china is a big country with over 1.3 billion people and there is uneven43 development between the urban and rural areas and among different regions. much remains to be done before we could realize industrialization and urbanization. the broad space in china's rural areas and inland provinces allows the economy to grow in an incremental44 and gradual manner, and these are where we find still a huge potential for development. as i see it, reform and innovation is the best "excavator" to bring out the potential. the diligent45 and hardworking chinese people are making innovations on the system and science and technology development through their own wisdom, thus ensuring that the chinese economy will maintain medium to high growth rate and move to the medium-and-higher end of growth.

china's development is open development. the chinese economy cannot develop without the world, and prosperity of the global economy also needs china. the chinese economy will not head for a "hard-landing" as some have worried about. on the contrary, it will bearpositively46 on the global economy, and serve as a significant force propelling world economic recovery. that, i believe, is conducive47 to china-europe business cooperation and ensures mutual benefit and win-win outcomes in our cooperation.

china's development requires a peaceful international environment and a stable neighboring environment. as the global political and economic environment remains complex, china makes a major force for upholding world peace, and china is committed to upholding stability and security at the regional level. china hopes that countries may join hands, respect and live in peace with each other and seek to achieve common development.

ladies and gentlemen,

i have visited europe a number of times. europe boasts a long history and splendid cultures and is advanced in economy, science and technology. as a major pillar of the world that carries strategic significance, europe contributes in its own way to safeguarding world peace. europe cares about china and has an interest in china, and i believe the same is true with china about europe. we are heartened to see the positive results in europe's efforts to stabilize48 economy and regain49 its competitiveness. important steps have been made towards the building of a banking50 union, and progress has been achieved in the structural reforms of the deeply indebted countries, with a notable drop of the treasury51 bond yields. we believe that europe will emerge even stronger and more prosperous from the crisis.

over the past four decades, the china-europe relationship has grown from a seedling52into a luxuriant tree that has borne rich fruits. our political trust, economic cooperation and people-to-people exchanges have all scaled unprecedented53 heights. since the establishment of diplomatic ties, trade between china and europe has increased by over 230 folds. every day, some us$1.5 billion worth of trade is being conducted between the two sides, which means that during the twenty minutes of my speech today, the two sides have already concluded trade deals worth tens of millions of us dollars. the bond of common interests between us makes china-europe relations even more appealing and expansible, which gives us every reason to be confident in the future of china and europe.

china and europe are two major strategic forces. we both undertake the lofty mission of promoting global economy, advancing human civilization and progress and safeguarding world peace. the two sides are expanding their converging54 strategic interests. during his visit to europe last spring, president xi jinping called on china and europe to workjointly56 to build the four bridges for peace, growth, reform and civilization between the two sides and a china-eu comprehensive strategic partnership57 of greater global influence, which brought our relationship to a new height. we are ready to work with the european side to keep the development of our relationship on the right track and jointly set up a new model of mutual benefit and win-win cooperation in the world. china is the largest emerging market and the eu the largest developed economy. nothing is impossible when the two "largests" converge58. and strength will be multiplied if the "emerging" meets the "developed". china-eu cooperation may serve as a fine example of that between the emerging and developed economies. china and europe are located at the two ends of the eurasian continent, the biggest landmass on earth and the most populous59 continent in the world with huge market and great development opportunities. together china and europe may contribute even more to promoting prosperity and development and achieving win-win and all-win development in asia and europe. both sides call for greater democracy in international relations and we share common interests on many major international issues. our relationship is acquiring more and more important global significance. the two sides may join hands in the course of promoting world peace and global governance. both china and europe enjoy splendid culture and the tradition of objective reasoning andspeculative60 philosophy. while china advocates "harmony without uniformity", the eu stands for "unity6 in diversity". the 1.3 billion chinese people and the 700 million european people have a common destiny and a common future. china and europe may well take the lead in promoting mutual learning and inclusiveness between different civilizations.

europe is committed to its integration61 process. no matter what may change in the international arena62, china's support to the eu will remain unchanged. we support europe in seeking greater strength through unity and a bigger role played by the eu in international affairs. we also hope the eu will continue to understand and support the development path chosen by china that suits its own national conditions and continue to respect and accommodate china's core interests.

ladies and gentlemen,

we live in the age of new technology revolution and industrial transformation63. both china and europe are at a critical development stage and are faced with the common task of maintaining growth, readjusting structure and creating more jobs. to deepen the results-oriented cooperation is an objective need for both sides and both face rare opportunities in doing so. there is an old saying in china which goes, "you will surely see water coming out if you really dig deep enough". we should indeed tap deeper into our cooperation potential the way we dig a well. along that line, let me make the following proposals:

first, we should make a "grand strategy" to promote growth in trade. china and europe together account for one third of the world economy, but our trade makes amere64 1.5% of global trade. although we cannot simply draw a comparison between these two figures, this does speak to the huge potential of growth ofbilateral65 trade. such a potential is not just about larger scale but also about improved structure. therefore, we need to make good planning in order to increase both the scale and quality of trade. during my current visit, our two business communities have concluded some us$10 billion of agreements, which include both trade of products and technical cooperation between the two sides. we have taken note of europe's plan to invest 50 billion euros in the building of transport, energy and digital networks. we hope that the european side will favorably consider using chinese equipment in high-speed railway, nuclear power and other projects, as our equipment is low in cost but high in quality. we have long expressed concern over the issue of european high-tech exports to china, and we hope that the european side will give china fair treatment in effecting the upcoming reform of its export control regime. china and europe should jointly oppose trade protectionism of all forms. we are ready to conduct consultations66 with the eu in search of an early consensus67 on the case ofwireless68 communications equipment. the establishment of a china-eu free trade area will be a significant step for upgrading two-way trade, and the two sides may launch feasibility studies on it at an earlier date.

second, we should take bilateral investment onto the "fast track". investment cooperation is the manifestation69 of the strategic nature of china-eu relations. china and europe should seize the favorable opportunities, build on the strong momentum of investment growth, and support their companies in expanding investment in such areas as industrial development and industrial parks. the early conclusion of a china-europe investment agreement will provide strong guarantee for mutual investment. the two sides need to speed up the negotiation70 process and work for early outcomes. we hope that the european side will create a more equitable71 and transparent72 business environment for chinese companies investing in europe, and provide china with more facilitations on market access, entry visa, work permit and other issues. china and europe may also work together to explore market opportunities in third countries through joint55 investment and other means in order to deliver benefits to all sides.

third, we should explore the "deep ocean" of cooperation on innovation. china and europe are both committed to conducting structural reform and upgrading economic structure. this has provided new opportunities for us to expand cooperation in new technologies, new industries and new sectors73. when i visited europe in XX, the two sides launched themechanism74 of urbanization cooperation. this is an area where a lot could be achieved through cooperation on both the "hardware" and the "software" aspects. in the area of green economy, europe has advantages while china has the market. we believe the two sides may jointly develop a group of demonstration75 zones on circular economy, energy conservation and environmental protection in order to maximize the catalytic and multiplying effect of our cooperation. the two sides may also make a joint effort to advance medium- to long-term cooperation in aviation and space, and strengthen cooperation in the operation, maintenance and management of rail transport systems.

people-to-people exchanges, like a decoder, serves to dispel76 misgivings77 and forge closer bonds between people's hearts. i know that there is a food process engineer in the rheinland-pfalz state of germany, who has visited china more than 250 times in the past thirty years and more. he has brought to china the technologies he knows, offered donations to areas hit by earthquakes, and provided funding support for school drop-outs. this friend of china called himself an "85% chinese". his story is a perfect showcase andepitome78 of china-germany and china-europe friendship. now, more than five million people travel between china and europe each year, and nearly 300,000 students are studying in each other's countries. we need to further strengthen exchanges in education, science and technology, culture, sports and other fields, encourage cooperation between our cultural industries and in areas of products and services, and expand personnel exchanges, especially the interactions between our young people, so as to lay a deeper and stronger foundation for china-eu relations.

ladies and gentlemen,

china-germany relations have always been at the forefront of china-eu relations. on this very day 42 years ago, china established diplomatic relations with the federal republic of germany. today, this relationship has become much more mature. during my visit this time, the two sides have issued the program of action for china-germany cooperation, which includes specific plans and measures for advancing bilateral cooperation in various areas over the medium and longer terms. we are ready to continue to work with the german side to take this relationship to a new height.

the hamburg summit has entered its tenth year. over the past decade, the summit has made contribution to the growth of china's relations with germany and with europe as a whole, and our friends present have also provided valuable insights for enhancing practical cooperation between the two sides. i wish to take this opportunity to express my thanks to you all. the summit is a place where we can gain new inspirations through the exchange of ideas. the germans often say, "faith can move mountains." and back in china, we have a similar story about a "foolish old man" who is determined79 to remove mountains that block his way. in a world of both opportunities and challenges, faith in openness and in cooperation could help us overcome the distance of mountains and oceans and embark80 on a journey toward mutual benefit and win-win cooperation.

Ladies and gentlemen,

On this splendid moonlit night in mid-autumn, as we gather in the beautiful city of Shanghai, located on the coast of the Eastern Sea, let me, on behalf of the Chinese government and people, extend a warm welcome to the friends who have come to take part in the '99 Fortune Global Forum, which is sponsored by Time-Warner Group Inc.

This forum's theme is "China: the next 50 years." China is a large developing socialist country, and its future development will not only directly affect the future of the Chinese people, but will also have important impact on the development and progress of Asia and the world.

Over the past hundred-odd years, the Chinese people have gone through storm and stress, and in the course of vigorous struggle they have accomplished a great historic transformation. New China's 50 years of development have resulted in accomplishments that have astonished the world.

Only six years ago, in this Lujiazui District of Shanghai's Pudong area, where we are gathered this evening, there were only run-down houses and farms. Now it is a vibrant modern financial and business zone, full of highrise buildings. Over fifty years ago, I was in Shanghai attending university. At that time, I had a deep sense of the poverty, backwardness and feebleness of the old China. It was then that I decided to devote myself to the noble task of building an independent, free, democratic, unified, rich and powerful New China, and I have been struggling for that to this very day. Fourteen years ago, I became mayor of Shanghai and experienced the process of reform, opening-up and modernization in this, China's biggest city. I'm sure that all of you have seen with your own eyes the constant and unceasing transformation of Shanghai. The growth of Shanghai is one reflection of the enormous changes taking place in China.

In the first 50 years of the 20th century, the Chinese people made unflagging efforts to change the tragic fate that had been theirs ever since the Opium War. After arduous and valiant struggle, they finally ended their semi-colonial and semi-feudal history, won independence for the nation and freedom for the people, and founded the People's Republic of China under the leadership of the Communist Party of China.

In the latter half of the 20th century, relying on their own efforts, the Chinese people went all out to make their country strong, and began socialist construction. On the poor and deprived foundation of old China, they built a relatively complete industrial structure and national economic framework, raising the levels of their cultural and material lives significantly. China started marching forward steadily toward prosperity. Now, the Chinese people are confidently taking the road to the future, the road of socialism with Chinese characteristics pioneered by Comrade Deng Xiaoping. These historic initiatives of the Chinese people have fundamentally transformed the tragic fate of modern China, and they are also great contributions made by the Chinese

people to the cause of human progress.

At this moment in time, when we are about to step into the 21st century and look ahead at the prospects for the next 50 years, we are filled with confidence. The Chinese people will firmly and unswervingly follow the path of reform and opening-up. Our goal is to realize modernization by the middle of the coming century, to make our country a wealthy, strong, democratic and civilized modern socialist country, and to achieve the great revival of the

Chinese nation.

Here, I would like to speak to you about some basic values of the Chinese people. Without an understanding of these, it is difficult to make sense of present and future events in China.

The Chinese people have always respected the dignity and worth of human beings. The Communist Party of China led the people in revolution, construction and reform for the very purpose of realizing freedom, democracy and human rights for all the people of China. The great vitality displayed nowadays in China vividly demonstrates the tremendous space that the Chinese people have to freely and democratically exercise their creativity. China has a population of over 1.2 billion, but its social production is still not well developed, and we must first and foremost safeguard the people's rights to survival and development; otherwise we cannot even begin to talk about other rights. The fact that China has assured the rights to survival and development of over 1.2 billion people is a major contribution to the cause of the progress of human rights all over the world. The Chinese people advocate the close interlinking of collective human rights with individual human rights, of economic, social and cultural rights with citizens' political rights. This is the road we must take for the cause of promoting human rights in light of China's national conditions.

The Chinese people have always insisted on independence. They cherish the rights of independence that they have won over a long period of struggle, and they resolutely uphold the right of all people to enjoy these rights. We also believe that every country has the right to choose the social system, ideology, economic system and path of development that suit its national conditions. Countries with different social systems should respect each other's sovereignty and territorial integrity; they should treat each other as equals and coexist peacefully. We oppose any efforts by any country to impose its own social system and ideology on another country.

The Chinese people have always loved freedom and peace. The Chinese people have suffered greatly from wars and invasions in modern times, and they feel deeply how precious peace is. As it engages in modernization, China needs a peaceful international environment. We hope that all people will be able to live in a world without war and without violence. China carries out a foreign policy with peace as its goal, and resolutely opposes any acts that endanger world peace. China's development does not pose a threat to anyone, instead, it will only help to advance world peace, stability and development. It is the Chinese people's solemn promise to the world never to seek hegemony.

The Chinese people have always prized national unity. To safeguard the unity of the motherland is the firm aspiration of the entire Chinese people. Hong Kong has already returned to the motherland; Macao will return on December 20 this year. It is certain that the Taiwan question will eventually be resolved. No country will allow its own territory to be split off, nor will it allow any foreign force to create or support such a split. Our guideline for solving the Taiwan question is "peaceful reunification and one country, two systems." In resolving the Taiwan question, we will not undertake to renounce the use of force precisely for the purpose of bringing about a peaceful resolution of the Taiwan question. The Chinese people have both the determination and ability to achieve the complete reunification of their motherland. The series of recent severe earthquakes that occurred in the region of Taiwan weight heavily on the heart of everyone in China. I would like to take this opportunity to again express profound condolences to our compatriots in Taiwan who have suffered from the earthquakes.

The world is a colorful and varied one. The people of each country follow the path of development they have chosen for themselves and pursue their own ideals. This is an I inevitable demand and basic criterion for the progress of human civilization and world democracy. It is therefore an unstoppable tide of history. We believe that the different social systems that exist in the world and the dissimilarities in political beliefs should not be used as obstacles to the various kinds of normal economic and technological cooperation and exchange. All you business leaders tonight are outstanding achievers in your respective fields. You have a wealth of successful experiences and strategic vision. Set your eyes on China. China welcomes you. China's modernization

needs your participation, and China's economic development will also offer you tremendous opportunities. I hope that Chinese enterprises will learn from the advanced experiences of foreign enterprises. They must go out and temper themselves in the winds and storms of economic globalization, and build up their own competitiveness. The Chinese government will offer good terms to and create a better environment for foreign enterprises investing here.

China's development and that of other countries, the development of the South and that of the North in the world are all interlinked and complementary. They should step up exchanges and cooperation on the basis of equality and mutual benefit. The Chinese people hope to lead peaceful and happy lives, and also hope that the people of other countries will enjoy peaceful and happy lives. The people of all countries should strive hand in hand to overcome all the challenges to human survival, protect the ecological environment, narrow the gap between rich and poor, build a just and rational international economic order, and achieve common development and universal prosperity. The developed countries should assume more responsibilities in this regard, and the developing countries should constantly seek to do better for themselves.

The human race has reached another historic moment---the turn of a century and a change of millennium. The initiative lies in the hands of the people of each country. Let us make a joint effort for the noble cause of advancing peace and human progress! I strongly believe that China will have a better tomorrow and that the world will have a better tomorrow.

the theme of this year’s conference is“asia’s new future: towards a community of common destiny”. the timing couldnot be better in that the theme has not only great immediate relevance but alsolong-term historical significance. and i am looking to all of you to expressyourselves fully and contribute your insightful views to the cause of peace anddevelopment of asia and beyond.

历史,总是在一些重要时间节点上更能勾起人们的回忆和反思。今年是世界反法西斯战争暨中国人民抗日战争胜利70周年,联合国成立70周年,万隆会议召开60周年,东盟共同体建成之年。这是值得人们纪念的重要年份,也是激发人们铭记历史、鉴往知来的重要时刻。

there are certain historic occasionsthat are likely to remind people of what happened in the past and set peoplereflecting on them. this year marks the 70th anniversary of the end of theworld anti-fascist war, the victory of the chinese people’s war of resistanceagainst japanese aggression and the founding of the united nations. this yearis also the 60th anniversary of the bandung conference and will witness thecompletion of the asean community. as such, it is an important year to becommemorated as well as a historic juncture to reflect on the past and look tothe future.

70年来,世界发生了前所未有的深刻变化,历史性地改变了人类的命运。全球殖民体系土崩瓦解,冷战对峙不复存在,各国相互联系、相互依存日益加深,和平、发展、合作、共赢的时代潮流滚滚向前,国际力量对比朝着有利于维护世界和平的方向发展,保持国际形势总体稳定、促进各国共同发展具备更多有利条件。

over the past 70 years, the world hasexperienced profound changes as never before, making a difference to thedestiny of mankind. with the days of global colonialism and the cold war longgone, countries are now increasingly interconnected and interdependent. peace,development and win-win cooperation have become the prevailing trend of ourtimes. the international forces are shifting in a way that is more favorable tomaintaining world peace. countries are now in a better position to upholdgeneral stability in the world and seek common development.

70年来,亚洲形势也发生了前所未有的变化。地区各国实现了民族独立、掌握了自己的命运,壮大了维护地区和世界和平的力量。亚洲国家率先倡导和平共处五项原则,并同非洲国家一道,在万隆会议上提出处理国家间关系的十项原则。冷战结束后,亚洲国家在推进区域合作实践中逐步形成了相互尊重、协商一致、照顾各方舒适度的亚洲方式。这些都为正确处理国家关系、推动建立新型国际关系作出了历史性贡献。

over the past 70 years, asia has alsogone through unprecedented changes. after gaining national independence, asiancountries took their destiny in their own hands and strengthened the force forregional and world peace. asian countries were the first to advocate the fiveprinciples of peaceful co-existence and, together with african countries, putforward the ten principles on handling state-to-state relations at the bandungconference. since the end of the cold war, asian countries have gradually comeup with an asian way of cooperation in the course of advancing regionalcooperation, which features mutual respect, consensus-building andaccommodation of each other’s comfort levels. all this has contributed to aproper approach to state-to-state relations and to progress in building a newtype of international relations.

70年来,越来越多的亚洲国家找到适合本国国情的发展道路,从贫穷落后走向发展振兴,步入经济发展快车道。区域和跨区域合作方兴未艾,互联互通建设加速推进,呈现千帆竞发、百舸争流的强劲势头。亚洲已经拥有世界三分之一的经济总量,是当今世界最具发展活力和潜力的地区之一,在世界战略全局中的地位进一步上升。

over the past 70 years, more and moreasian countries have found development paths that suit their own nationalconditions and embarked on a fast-track of economic growth. having emerged frompoverty and backwardness, they are on course to achieve development andprosperity. regional and inter-regional cooperation is ectivity is pursued at a faster pace. as a result, there is a strongmomentum in asia with countries striving to outperform each other. accountingfor one third of the world economy, asia is one of the most dynamic regionswith the most potential and its global strategic importance has been rising.

70年来,亚洲国家逐步超越意识形态和社会制度差异,从相互封闭到开放包容,从猜忌隔阂到日益增多的互信认同,越来越成为你中有我、我中有你的命运共同体。在争取民族独立的伟大斗争中,在应对亚洲金融危机和国际金融危机的艰难时刻,在抗击印度洋海啸和中国汶川特大地震等灾害的紧要关头,亚洲各国人民守望相助,克服和战胜了一个又一个困难和挑战,展现出同舟共济、共克时艰的强大力量,正可谓患难见真情。同时,亚洲地区仍然存在一些历史遗留问题和现实矛盾分歧,面临各类传统和非传统安全威胁,地区国家发展经济、改善民生、消除贫困的任务依然艰巨。

over the past 70 years, asian countrieshave gradually transcended their differences in ideology and social system. nolonger cut off from each other, they are now open and inclusive, with suspicionand estrangement giving way to growing trust and appreciation. the interests ofasian countries have become intertwined, and a community of common destiny hasincreasingly taken shape. be it the arduous struggle for national independence,or the difficult periods of the asian financial crisis and the internationalfinancial crisis, or the hard time in the wake of devastating disastersincluding the indian ocean tsunami and earthquake in wenchuan, china, thepeople of asian countries have always come to those in need with a helping handand worked together to overcome one challenge after another, demonstrating thepower of unity in face of difficulties and the spirit of sharing weal and said, asia still faces numerous challenges. some are the old issues leftover from history and others are new ones associated with current is also confronted with various traditional and non-traditional securitythreats. hence it remains an uphill battle for asian countries to grow theeconomy, improve people’s livelihood and eliminate poverty.

回顾70年的历程,今天亚洲取得的发展成就,是亚洲各国人民一代接一代持续奋斗的结果,是许多政治家和志士仁人艰辛努力的结果。明天,新加坡将为李光耀先生举行国葬。李光耀先生是受到国际社会尊重的战略家和政治家,为亚洲和平与发展以及亚洲同世界的交流合作作出了突出贡献。借此机会,我向包括李光耀先生在内的所有为亚洲和平发展作出贡献的先贤们,致以崇高的敬意。

a review of the path traversed over thepast 70 years shows that what has been accomplished in asia today isattributable to the persistent efforts of several generations of people inasian countries and to the hard work of many statesmen and people of greatvision. tomorrow, singapore will hold a state funeral for mr. lee kuan yew. was a strategist and statesman respected across the world for hisoutstanding contribution to the peace and development of asia and the exchangesand cooperation between asia and the world. i want to take this opportunity topay high tribute to mr. lee kuan yew and all those who made contribution toasia’s peace and development.

当前,国际形势继续发生深刻复杂变化,世界多极化、经济全球化深入发展,文化多样化、社会信息化持续推进,国际格局和国际秩序加速调整演变。世界各国正抓紧调整各自发展战略,推动变革创新,转变经济发展方式,调整经济结构,开拓新的发展空间。同时,世界经济仍处于深度调整期,低增长、低通胀、低需求同高失业、高债务、高泡沫等风险交织,主要经济体走势和政策取向继续分化,经济环境的不确定性依然突出;地缘政治因素更加突出,局部动荡此起彼伏;恐怖主义、网络安全、能源安全、粮食安全、气候变化、重大传染性疾病等非传统安全和全球性挑战不断增多,南北发展差距依然很大。推进人类和平与发展的崇高事业依然任重而道远。

the international situation continues toexperience profound and complex changes, with significant development inmultipolarization and economic globalization. cultural diversity and itapplication are making constant progress while readjustment is accelerating ininternational landscape and order. countries around the world are losing notime in adjusting their development strategies, pursuing transformation andinnovation, changing their economic development models, improving economicstructures and opening up new horizons for further development. at the same time,however, the world economy is still in a period of profound adjustment, withrisks of low growth, low inflation and low demand interwoven with risks of highunemployment, high debt and high level of bubbles. the performance and policiesof major economies continue to diverge, and uncertainties in the economicclimate remain prominent. geopolitical factors are more at play and localturmoils keep cropping up. non-traditional security threats and globalchallenges including terrorism, cyber security, energy security, food security,climate change and major infectious diseases are on the rise, and thenorth-south gap is still wide. the noble cause of peace and development remainsa long and arduous journey for mankind.

人类只有一个地球,各国共处一个世界。世界好,亚洲才能好;亚洲好,世界才能好。面对风云变幻的国际和地区形势,我们要把握好世界大势,跟上时代潮流,共同营造对亚洲、对世界都更为有利的地区秩序,通过迈向亚洲命运共同体,推动建设人类命运共同体。借此机会,我愿就此谈一谈看法,同各位嘉宾交流。

we have only one planet, and countriesshare one world. to do well, asia and the world could not do without eachother. facing the fast changing international and regional landscapes, we mustsee the whole picture, follow the trend of our times and jointly build aregional order that is more favorable to asia and the world. we should, throughefforts towards such a community for asia, promote a community of commoninterest for all mankind. i wish to take this opportunity to share with you mythoughts on this vision.

– to build a community of commondestiny, we need to make sure that all countries respect one another and treateach other as equals. countries may differ in size, strength or level ofdevelopment, but they are all equal members of the international community withequal rights to participate in regional and international affairs. on mattersthat involve us all, we should discuss and look for a solution together. beinga big country means shouldering greater responsibilities for regional and worldpeace and development, as opposed to seeking greater monopoly over regional andworld affairs.

相互尊重、平等相待,首先要尊重各国自主选择的社会制度和发展道路,尊重彼此核心利益和重大关切,客观理性看待别国发展壮大和政策理念,努力求同存异、聚同化异。要共同维护亚洲来之不易的和平稳定局面和良好发展势头,反对干涉别国内政,反对为一己之私搞乱地区形势。

to respect one another and treat eachother as equals, countries need to, first and foremost, respect othercountries’ social systems and development paths of their own choice, respecteach other’s core interests and major concerns and have objective and rationalperception of other countries’ growing strength, policies and visions. effortsshould be made to seek common ground while shelving differences, and betterstill to increase common interests and dissolve differences. the hard-won peaceand stability in asia and the sound momentum for development should be upheldby all. all of us must oppose interference in other countries’ internal affairsand reject attempts to destablize the region out of selfish motives.

——迈向命运共同体,必须坚持合作共赢、共同发展。东南亚朋友讲“水涨荷花高”,非洲朋友讲“独行快,众行远”,欧洲朋友讲“一棵树挡不住寒风”,中国人讲“大河有水小河满,小河有水大河满”。这些说的都是一个道理,只有合作共赢才能办大事、办好事、办长久之事。要摒弃零和游戏、你输我赢的旧思维,树立双赢、共赢的新理念,在追求自身利益时兼顾他方利益,在寻求自身发展时促进共同发展。合作共赢的理念不仅适用于经济领域,也适用于政治、安全、文化等广泛领域;不仅适用于地区国家之间,也适用于同域外国家开展合作。要加强宏观经济政策协调,防范不同经济体经济政策变动可能带来的负面外溢效应,积极推动全球经济治理变革,维护开放型世界经济体制,共同应对世界经济中的风险和挑战。

– to build a community of commondestiny, we need to seek win-win cooperation and common development. ourfriends in southeast asia say that the lotus flowers grow taller as the waterrises. our friends in africa say that if you want to go fast, walk alone; and ifyou want to go far, walk together. our friends in europe say that a single treecannot block the chilly wind. and chinese people say that when big rivers havewater, the small ones are filled; and when small rivers have water, the bigones are filled. all these sayings speak to one same truth, that is, onlythrough win-win cooperation can we make big and sustainable achievements thatare beneficial to all. the old mindset of zero-sum game should give way to anew approach of win-win and all-win cooperation. the interests of others mustbe accommodated while pursuing one’s own interests, and common development mustbe promoted while seeking one’s own development. the vision of win-wincooperation not only applies to the economic field, but also to the political,security, cultural and many other fields. it not only applies to countrieswithin the region, but also to cooperation with countries from outside theregion. we should enhance coordination of macroeconomic policies to preventnegative spill-over effects that may arise from economic policy changes inindividual economies. we should actively promote reform of global economicgovernance, uphold an open world economy, and jointly respond to risks andchallenges in the world economy.

china and asean countries will joinhands in building an even closer china-asean community of common destiny. thebuilding of an east asia economic community for asean, china, japan and rokwill be completed in 2020. we should actively build a free trade cooperationnetwork in asia and strive to conclude negotiations on an upgraded china-aseanfta and on regional comprehensive economic partnership (rcep) in XX. inadvancing economic integration in asia, we need to stay committed to openregionalism and move forward trans-regional cooperation, including apec, in acoordinated manner.

we will vigorously promote a system ofregional financial cooperation, explore a platform for exchanges andcooperation among asian financial institutions, and advance complementary andcoordinated development between the asian infrastructure investment bank (aiib)and such multilateral financial institutions as the asian development bank andthe world bank. we will strengthen practical cooperation in currency stability,investment and financing, and credit rating, make progress in institutionbuilding for the chiang mai initiative multilateralization and build a regionalfinancial security network. we will work towards an energy and resourcescooperation mechanism in asia to ensure energy and resources security.

china proposes that plans be formulatedregarding connectivity building in east asia and asia at large to advance fullintegration in infrastructure, policies and institutions and personnel flow. wemay increase maritime connectivity, speed up institution building for marinecooperation in asia, and step up cooperation in marine economy, environmentalprotection, disaster management and fishery. this way, we could turn the seasof asia into seas of peace, friendship and cooperation for asian countries.

– to build a community of commondestiny, we need to pursue common, comprehensive, cooperative and sustainablesecurity. in today’s world, security means much more than before and itsimplications go well beyond a single region or time frame. all sorts of factorscould have a bearing on a country’s security. as people of all countries sharecommon destiny and become increasingly interdependent, no country could haveits own security ensured without the security of other countries or of thewider world. the cold war mentality should truly be discarded and new securityconcepts be nurtured as we explore a path for asia that ensures security forall, by all and of all.

we believe that countries are allentitled to take an equal part in regional security affairs and all are obligedto work to ensure security for the region. the legitimate security concerns ofeach country need to be respected and addressed. at the same time, in handlingsecurity issues in asia, it is important to bear in mind both the history andreality of asia, take a multi-pronged and holistic approach, improve coordinatedregional security governance, and safeguard security in both the traditionaland non-traditional realms. it is important to conduct dialogue and cooperationto enhance security at national and regional levels, and to increasecooperation as the way to safeguard peace and security. it is important toresolve disputes through peaceful means, and oppose the willful use or threatof force. security should be given equal emphasis as development, andsustainable development surely provides a way to sustainable tries in asia need to step up cooperation with countries and organizationsoutside the region and all parties are welcome to play a positive andconstructive role in upholding development and security in asia.

mencius, the great philosopher inancient china, said, “things are born to be different.” civilizations are onlyunique, and no one is superior to the other. there need to be more exchange anddialogue among civilizations and development models, so that each could draw onthe strength of the other and all could thrive and prosper by way of mutuallearning and common development. let us promote inter-civilization exchanges tobuild bridges of friendship for our people, drive human development andsafeguard peace of the world.

dear professor klaus schwab, your excellencies heads of state and government, distinguished4 guests, ladies and gentlemen, dear friends,

it gives me great pleasure to meet you here in tianjin at the eighth annual meeting of the new champions, or the summer davos forum. on behalf of the chinese government, i wish to extend warm congratulations on the opening of the forum and a cordial welcome to all of you who have come from afar.

the theme for this year's forum, namely "creating value through innovation", is a most relevant one. innovation is an eternal topic of the human society and an inexhaustible engine driving economic and social development. innovation is vital to the steady recovery of the world economy. innovation is also essential to upgrading the chinese economy and improving its performance. and it is thanks to reform and innovation that the chinese economy has in recent years maintained steady and sound growth.

the global economic environment has remained an intricate one since the beginning of this year. the road to recovery in developed countries has remained bumpy5. growth in emerging market economies has slowed down, and the chinese economy faces greater downward pressure. facing this challenging environment, we have continued to follow the general principle of making progress while maintaining stability. we have stayed the course and pursued a proactive approach. instead of adopting strong economic stimulus6 or easingmonetary7 policy, we have vigorously promoted reform and economic readjustment, and made efforts to improve people's lives. as a result, we have maintained steady economic performance. in the first half of the year, the chinese economy registered a 7.4 percent growth, and cpi rise was kept at 2.3 percent. despite economic slowdown, between january and august, the surveyed unemployment rate was kept at around 5 percent in 31 big and medium-sized cities. more than 9.7 million urban jobs were created, which is over one hundred thousand more compared with the same period last year.

despite growing downward pressure on the economy, more jobs were created, thanks to new steps of reform taken. since the beginning of this government, we have advanced the reform of the administrative8 review and approval system. government departments have removed or delegated to lower levels administrative approval on over 600 items, and this year, the business registration9 reform, among others, has been carried out nationwide. this has lowered the threshold for starting businesses and removed restrictions10 on them, thus giving a great boost to business development in the whole country. between january and august, the amount of newly registered market entities11 was more than eight million, and from march to august, with the business registration reform, the number of newly registered businesses grew by 61 percent over the previous year, all pointing to a massive upsurge which has generated more than 10 million jobs. in addition to reforming the business registration system, we have also introduced reforms to investment financing, taxation12 and logistics systems, and further opened the gate for the development of the service sector13 and other emerging industries. all these measures have been vital in fostering and increasing job opportunities.

the positive changes in china's economy are not only reflected in the increase of jobs and residents' incomes, but also in the structural14 upgrading. we have streamlined administration, delegated powers to the lower levels, and adopted fiscal16, taxation and financial measures such as targeted tax reduction and targeted reduction of required bank reserve ratio. all these measures have spurred the growth of the service sector, agriculture, rural area and the welfare of farmers, as well as small and micro-businesses, private businesses and emerging industries. in the first half of the year, new businesses and new business models such as logistics, express delivery and e-commerce all developed fast. the number of newly registered service businesses surged by more than 70 percent. the tertiary industry continued to outperform the secondary industry in terms of growth rate and share of gdp, and is a leading sector of the economy. the share of private investment in fixed17 asset investment increased by 1.4 percentage points year on year. high-tech18 industries and equipment manufacturing grew faster than the industrial average.

deepening structural readjustment has improved the quality of economic growth. on the basis of carrying out reform and innovation, we have reduced overcapacity, eliminatingoutdated19 capacity in particular, and fostered new growth areas. in the first half of the year, the growth of investment and production of industries with high energy consumption and emissions21 noticeably slowed down. the per unit gdp energy consumption dropped by 4.2 percent year on year, and carbon intensity22 was cut by about 5 percent, the largest drop in many years.

we have managed to ensure steady growth and improve the quality of the chinese economy by taking targeted, range-based macro-control measures. with focus on key areas and weak links of china's economic and social development, we have used more reform and innovation measures to incentivize market entities, strengthen weak links, boost the real economy and ensure that our efforts are well-targeted. this approach, which was also structural adjustment in nature, involved both reform and readjustments. we have strived to remove market obstacles and make the market play a decisive role in resources allocation. we have also endeavored to improve the role of the government and promote social equity23. we have worked actively24 to balance domestic and international demands,coordinate25 regional development, narrow the gap between rural and urban areas andstabilize26 agricultural supply and demand. we have strengthened the construction of railways in central and western china, the renovation27 of rundown areas, as well as pollution control and prevention and other livelihood28 and development projects. we have actively tackled the bottlenecks29 that have long constrained30 china's balanced development. all of these have vigorously supported the process toward a new type of industrialization and effectively increased the supply of public goods.

facing the new normal state of the global and the chinese economy, we have remained level-headed and taken steps to tackle deep-seated challenges. we focused more on structural readjustment and other long-term problems, and refrained from being distracted by the slight short-term fluctuations31 of individual indicators32. in july and august, electricity consumption, freight volume and other indicators fluctuated somewhat. that was inevitable33 and within our expectation. it was because the domestic and international economic situation was still complex and volatile34 and base figures for the second half of last year were relatively35 high. when observing the chinese economy, one should not just focus on its short-term performance or the performance of a particular sector. rather, one should look at the overall trend, the bigger picture and the total score. judging by the principle of range-based macro-control, we believe the actual economic growth rate is within the proper range, even if it might be slightly higher or lower than the 7.5 percent target. in particular, we should realize that an important goal of maintaining stable growth is to ensure employment, and the floor of the proper range is to ensure relatively adequate employment. as the economic aggregate36continues to expand, and in particular, as the service sector develops rapidly, growth will mean more jobs and there will be greater tolerance37 to fluctuations. we should also be clear that china's economy is highly resilient and has much potential and ample space to grow, and we have a full range of tools of macro-control at our disposal. the measures we have taken are good both for now and for longer-term interests, and will therefore enable us to prevent major fluctuations and make a "hard landing" even less possible. however, this is not denying that our development faces difficulties and challenges. on the contrary, we are indeed confronted with enormous difficulties and challenges.

in the four months ahead, we will coordinate the efforts to stabilize growth, promote reform, readjust the structure, improve people's livelihoods38 and prevent risks. we will continue to improve and innovate39 in the thinking and approaches of macro-control, strengthen targeted macro-control on the basis of range-based macro-control, promote structural reform and readjustments, carry out reforms in key areas of systemic importance with every determination to forge ahead and focus on addressing long-term problems. first, we will continue to press ahead with revolutionizing the government itself and further intensify40 efforts to streamline15 administration and delegate powers. we will deepen fiscal and taxation reform, promote reform of the budgetary management system so as to use public funds in an equitable41 and effective way, and continue to expand the pilot programs for business tax to vat1 reform which isconducive42 to the development of the service sector, particularly the r&d companies. we will deepen financial reform, promote the pilot programs for non-state owned banks, sort out and standardize43 the limit requirements on access to the financial sector and develop a multi-tiered capital market. we will deepen the reform of state-owned enterprises. we will deepen price reform and improve the pricing mechanisms44 for energy products, medicine and medical services. we will deepen reform of the investment system and implement45 government purchase of service contracting, public-private cooperation models and franchise47 operation system. second, we will continue to focus on tackling the deep-seated structural problems, further increase the effective supply of public goods to generate effective demand, strengthen weak links in investment, increase household consumption and nurture48 new growth areas. third, we will continue to ensure efficient use of both the existing and the increase of fiscal and financial resources and further scale up support for the real economy and emerging industries and businesses, for the greater benefit of rural areas, agriculture and farmers, as well as micro-businesses and the service sector. these efforts are aimed at turning the gains of reform into new dynamism of development that would bring more benefit to the people. we have all the confidence, ability and resources to overcome the difficulties and realize the major goals of china's economic and social development in XX.

ladies and gentlemen,

china is still a developing country. we must give top priority to economic development. only development will deliver progress. ultimately, it is only development that will resolve all the problems in china. we cannot advance without changing the growth model, nor can we advance without adequate development. of course, the development we pursue should be one that promotes employment, increases incomes, improves economic performance and boosts energy conservation and environmental protection. it should be scientific development, namely, sound and balanced development that is in keeping with the laws governing economic activities, social development and nature.

currently, there are many destabilizing and uncertain factors in the global economy, and china's economic development also faces an array of overlapping50 and deep-seated problems. it is in a critical stage where its path upward is particularly steep. in the latter half of the year and beyond, we will further accelerate the transformation51 of the development model, push forward structural readjustment through structural reform, make good use of the "golden key" of innovation and promote institutional innovation as well as innovation in science and technology. by so doing, we will be able to maintain a medium-high growth rate, move toward medium-high level of development, create more value and upgrade the chinese economy.

we will accelerate the pace of institutional innovation. innovation has been the ultimate cause of the leapfrog development of the chinese economy. china's innovation involves not only technology but more of institution, management and growth models. china's reform and opening-up for the past three decades and more has in itself been a huge innovation drive, and the huge, untapped potential of innovation and development in the future still lies in institutional reform. just imagine how big a force it could be when the 800 or 900 million laborers52 among the 1.3 billion population are engaged in entrepreneurship, innovation and creation. i believe the key to realizing that is to further liberate53 our mind, further liberate and develop the creativity of society, further energize54businesses and the market, and remove all institutional obstacles to development so that everyone interested in starting a business is given more space for entrepreneurship and the blood of innovation could flow unhampered in a society where everyone is full of the spirit of self-development. when reform and innovation fuels the massive wave of entrepreneurship by the people and at the grassroots level on the land of the 9.6 million square kilometers of china, the enormous power of the diligent56 and resourceful chinese people will be fully57 unlocked and the engine driving china's sustained economic development will constantly regenerate58 itself and remain powerful.

china's effort to comprehensively deepen reform is an ongoing59 process. the government is taking the lead in conducting a "self-targeted revolution". just like an arrow shot, there will be no turning back. we will deepen the reform in the administrative approval system. we hope to complete the task of removing and delegating items subject to government approval, originally planned for five years, in a shorter period of time. this is to unleash60 the potential of the market and the driving force for development. if streamlining administration and delegating power is like taking a proactive move in the chess game, then introducing new systems is like a "serial61 blast". on the one hand, we should provide the list of government powers which defines the scope of what the government should do. items not found on the list will be deemed as not permissible62. only in this way could we prevent the abuse of government power, reduce rent-seeking and ensure that the government better performs its duty of serving the people. on the other, a negative list should be formulated64 which defines areas off-limits to businesses. items not found on the list will be deemed as permissible. only by so doing could we build open and transparent65 systematic66 arrangements with stable expectations and bring about enterprises' vitality67 to the fullest extent. moreover, we should formulate63 a list of government responsibilities to define how the government should regulate the market. all items on the list should be fulfilled by the government. only by so doing could we build and sustain a market environment that favors honest operations and fair play, energizes69 businesses and encourages innovation and creativity. the government should enhance ongoing and ex-post oversight70 and perform its role well both as areferee71 of the market order and as a guardian72 of reform and innovation. as a saying goes, only by weeding out the barnyard grass can rice grow properly. being lenient73 to law breakers is tantamount to doing wrong to law abiding74 people. it could even result in "bad money driving out the good". we will mete55 out stringent75 punishment to companies, domestic or foreign, that are involved in producing counterfeit76, fake and shoddy products, engaging in fraud and deception77, and stealing trade secrets. protecting intellectual property rights is in fact protecting the kindling78 of innovation and creativity and the rights and interests of innovators. we will penalize79serious ipr infringement80 to the fullest extent in accordance with the law, includingimposing81 heavy fines to make law breakers pay insufferable prices, so as to propel innovation.

we will step up science and technology innovation. the chinese economy is among the largest in the world, but in manysectors82 china still ranks fairly low and its traditional, extensive way of seeking growth has been proved unsustainable. readjusting the structure must be driven, more than ever, by science and technology progress, and that requires strategic, structural, andinnovative83 readjustment. we will support and provide guarantee to certain sectors and curb84 and scale back some others, cultivate and promote new products and new businesses and speed up the development of service, high technology and emerging sectors. at the same time, we will phase out overcapacity, accelerate the transformation of traditional sectors and eliminate outdated capacity so that chinese products and china's service sector can move up the global value chain and more value could be created through innovation. we must invest more in human capital and increase the ranks of high-caliber workers. we will improve thetechnological85 sophistication, quality and brand awareness86 of chinese industries. in particular, we need to step up reforms to remove restraints on innovation by individuals and companies. when the talent of all, or at least most of the nearly 200 million professionals and skilled workers is brought to the full, a new pattern of innovation by the people and innovation by all, supported by the massive physical and mental power of the people and the strength of china's manufacturing and creative capability87, will be fostered. this, coupled with the development of advanced and even revolutionary technologies, will create more value and move china's development to a higher level.

china faces uneven88 development between its urban and rural areas and among its different regions. but the existing disparity, which is quite striking, can entail89 a huge potential. promoting a people-centered, new type of urbanization will be in itself the biggest structural readjustment. we will seize opportunities brought by technological advances and global industrial revolution to speed up the development of such schemes as "broadband china" and "smart cities", leverage90 the role of cities across the country in galvanizing hinterland development, promote urban-rural integration91 and a gradient development of different regions and bring about a synchronized92 progress of the new type of industrialization, it application, urbanization and agricultural modernization93. at the same time, we will vigorously develop programs related to people's wellbeing, promote equal access to basic public services and strengthen social security, including providing security to those who failed in their entrepreneurial endeavor to help them restart businesses. we will continue to increase household consumption and make sure that greater internal demand could serve as a new power to drive economic growth.

the chinese economy, now heading toward further growth, is also being weighed down by increasing resources and environmental constraints94. it is imperative95 for us to enhance energy conservation and environmental protection. tackling climate change is not only our binding96 international obligation as a major responsible country, but also the pressing need for our own development. there is no turning back in china's commitment to a sound eco-system. we have declared war on pollution and earnestly fulfilled our due international responsibilities. we are studying the action targets on greenhouse gas emissions control, including the peak of co2 emission20, the carbon emission intensity reduction and the increase in the share of non-fossil energy by 2030 and beyond. we have the resolve, the will and the capability to pursue green, circular and low-carbon development. we will keep focusing on scientific and technological innovation and make hard and unremitting efforts to step up environmental management, boost the development of energy conservation and environment protection sectors, fulfill68 the task of energy conservation and emissions reduction, and work with other countries to effectively address global climate change.

ladies and gentlemen,

we now live in an era defined by deepening economic globalization, with countries increasingly depending on one another in interests and sharing their destinies closely. the world needs china, and china needs the world. china's endeavor to realize the two centenary goals (namely, to complete the building of a moderately prosperous society in all respects when the communist party of china celebrates its centenary in 2021, and to turn china into a modern socialist98 country that is prosperous, strong, democratic, culturally advanced and harmonious99 when the people's republic of china celebrates its centenary in 2049) and the chinese dream of the great renewal100 of the chinese nation will present great development opportunities and a huge market to the world. instead of "i win, you lose" or a "zero-sum game", we need win-win or all-win, which ensuresmutual101 benefit. only in this way could the world prosper97 and advance forward. china is resolute102 in following the path of peaceful development. china is a defender103 and builder of the existing international system and is dedicated104 to maintaining an overall environment of peace and stability. we call for observance of the basic norms governing international relations and believe that regional conflicts and hotspot issues should be solved peacefully and politically through dialogue. we stand ready to deepen cooperation with our asian neighbors, properly handle differences as there may be, maintain the overall interest of stability and security and uphold the order of peace. we advocate the building of an open, fair and integrated global market and support the establishment of both multilateral free trade arrangements and bilateral105 ftas, in order to build a high-standard fta network that is globally oriented. we oppose protectionism in all its forms and do not favor fighting trade wars. we will continue to pursue a more proactive strategy of opening-up and improve the open economic system. we will focus on stabilizing49 export and actively expanding import. we will move faster to bring greater openness in the service sector, as well as china's areas bordering other countries and its vast central and western regions. we will follow a stable and more open policy on foreign capital. we will continue to improve and standardize the business environment, in order to attract more foreign businesses and investment and draw upon and adopt the advanced technologies, mature managerial expertise106 and fine cultural achievements of other countries. china will always be a major country committed to learning from others and to being open and inclusive. acting46 on the basis of its actual conditions, china will strive to become a major country driven by innovation.

as the saying goes, great vision that makes a country prosper is but the result of collective wisdom. in other words, wisdom comes from the people. in the same line, the massive entrepreneurship and innovation by all, as i emphasized earlier, will generate enormous power. today more than any other time, we need reform and innovation and the sharing of the result of reform and innovation. to use a chinese idiom, the fire will burn higher when everyone adds wood to it. i hope that all our distinguished participants will speak up your minds, jointly107 explore ways for reform, innovation and open development, share your views on how to create value and achieve mutual benefit, and do what you can to help china's economic development and world prosperity and progress.
